Können Demokratien den Klimawandel bewältigen?

Wie umweltfreundlich ist Demokratie, und wie demokratiefreundlich ist der Klimawandel? Beide Fragen scheinen sich auf den ersten Blick von selbst zu beantworten – natürlich lösen liberal-demokratische Systeme Umweltprobleme besser und sind krisenresistenter als Diktaturen, selbstverständlich werden sich westliche Demokratien bei der Abwendung der Klimakatastrophe und der Anpassung an schleichende und dramatische Klimafolgen besser bewähren. Erlebt man nicht gerade, wie brutal autoritäre Systeme in China und anderen Schwellenländern ökonomische Modernisierungsprogramme auf Kosten von Umwelt- und Lebensqualität durchdrücken, während im Westen Unternehmen und Regierungen unter massiven Legitimationsdruck geraten, wenn sie umweltpolitisch unbelehrbar und klimapolitisch unsensibel sind? Und ist nicht der Süden der Weltgesellschaft, in der Regel weniger demokratisch entwickelt, bereits jetzt stärker von Klimafolgen betroffen als der Norden?

Solche Fragen stellen sich nicht zum ersten Mal. So kam man in der politikwissenschaftlichen Forschung zur Umweltpolitik schon vor mehr als einem Jahrzehnt zu dem Schluss, es sei völlig plausibel »that democracy in general is a better precondition for environmental policy than authoritarian rule (…). Und die mit Macht und auf voller Breite anlaufende »vierte Demokratisierungswelle« in Osteuropa und Ostasien machte Hoffnung, dass man der Lösung von Umweltproblemen nun auch weltweit näher kommen könne.

Evidenz gibt es inzwischen leider auch für die gegenteilige Annahme, dass Demokratien auf Klimaprobleme nämlich möglicherweise genauso schlecht vorbereitet sind und reagieren wie Autokratien, dass sie also nicht – in Analogie zur Theorie des Demokratischen Friedens – bereitwilliger in internationale und multilaterale Kooperation zur Mitigation und Adaptation von Klimafolgen einwilligen werden. Eine weitere Überlegung geht dahin, dass sie aufgrund ihrer hohen Abhängigkeit von Lobbygruppen und wegen der notorisch kurzen Legislaturperioden Umwelt- und Klimaprogramme möglicherweise weniger rasch und umfassend auf den Weg bringen können als Autokratien, wenn diese erst einmal einen gewissen Stand ökologischer Aufklärung erreicht haben. Die nationale und internationale Klimapolitik der Bush-Administrationen und das Fiasko des Katastrophenschutzes und der Nachsorge im Fall des Wirbelsturms Katrina im Jahr 2005 könnten dafür Anhaltspunkte bilden. Und man kann die Hypothese vorbringen, dass die chinesischen Regierungsstellen nicht nur mehr klimaschädliche Emissionen erlauben oder tolerieren, sondern eventuell auch schneller innovative Technologien zur CO 2-Vermeidung und -Abscheidung verordnen oder Ressourcen dafür bereitstellen können.

Austrian Chancellor Sebastian Kurz has warned that Germany's new migration deal could force the Alpine country to impose stronger border checks on Italy and Slovenia. The deal ended a bitter German government crisis.

Austria's conservative chancellor on Tuesday said that Germany's debate over how to tackle irregular migration underlined the importance of strengthening the European Union's external border.

"Securing the external border is the basis for securing internal mobility [in the EU]," Sebastian Kurz said in a speech to the European Parliament. Austria, he added, would work towards that goal as part of its six-month EU presidency, which began on Sunday.

Bowman conducted a relatively simple but rigorous statistical analysis. He estimated a series of linear regression models predicting college engagement, grades, and retention. His models included both institutional fixed effects and a variety of precollege control variables, including standardized test scores and high school GPA. He also estimated these equations across a variety of subgroups, including race/ethnicity, sex, first-generation status, and standardized test scores.

Deming reported to the committee that NLSY respondents with greater levels of social skills had significantly greater levels of completed schooling. A 1 standard deviation (SD) increase in social skills was correlated with an increase of about 0.78 years of completed education (p <.05). Adding controls first for race, sex, and age, and second for geography (census division, metro area, and urbanicity fixed effects) changed the correlations only slightly (r = 0.775 and r = 0.882, p <.05). Deming used the National Longitudinal Study of Youth (NLSY) 1979 survey to test the relationship between social skills and educational attainment. The U.S. Bureau of Labor Statistics created the NLSY in 1979 using three independent probability samples to represent the entire population of youth ages 14 to 21 as of December 31, 1978, residing in the United States on January 1, 1979. The survey was conducted yearly from 1979 to 1993 and then biannually from 1994 through 2012; it included detailed measures of prelabor market skills, schooling experience, employment, and wages.

Deming estimated a series of ordinary least squares regression models, using as his dependent variables both years of education completed and the attainment of a bachelor’s degree (the latter coded dichotomously). He did not use grade point average (GPA) as a dependent variable because the NLSY lacks a measure of college grades. He controlled for several other measures of cognitive and noncognitive skills and an assortment of standard covariates. As fixed effects, his controls included race, sex, age, census division, metro area, and urban/rural membership, along with two widely used intrapersonal skill measures—the Rotter Locus of Control and the Rosenberg Self-Esteem Scale. Although Deming’s data and measures are not exactly the same as those used by Bowman in his commissioned analysis, the two analyses are broadly compatible.

In response to the committee’s questions about the social skills index, Deming estimated two additional models. The first used only the two sociability items to construct the social skills index, while the second used only the number of clubs in high school and (yes/no) participation in team sports to construct the index. In both cases, Deming normalized the index to have mean zero and standard deviation 1. With both models, social skills were significantly correlated with educational attainment even after controlling for demographics, cognitive skills, and intrapersonal skills. However, the magnitude of the coefficients was much larger in the second model, when social skills were measured based on participation in high school clubs and sports.
